Bill Neill (Jehovah Witness)

Bill Neill was an elder in the Narrogin Congregation in Perth, Western Australia. He was a respected member of his congregation who gave weekly Bible studies at the Narrogin Kingdom Hall and at members’ homes. Mr Neill, who is now deceased, was looked at by the Royal Commission into Institutional Responses to Child Sexual Abuse in Case Study No. 29 - The response of the Jehovah’s Witnesses and Watchtower Bible and Tract Society of Australia Ltd  to allegations of child sexual abuse - in relation to allegations made against him dealing with child sexual abuse. One particular victim who appeared and gave submissions at the Royal Commission stated how Mr Neill had groomed her from the age of 15. His behaviour towards the victim included molesting her, spying on her when she was in the shower, and kissing her in an inappropriate manner.

The Royal Commission further heard from the victim that when the abuse was revealed, she was asked to attend meetings with Mr Neill and two other elders, who regarded the abuse she suffered at the hands of Mr Neill as a laughing matter. Mr Neill was consequently stood down from the organisation, but as the Royal Commission showed back in 2016 in its case study, Mr Neill was one of 1,006 members against whom allegations of child sexual abuse were made to the organisation of which 108 were elders or ministerial servants at the time of the first instance of alleged abuse.
